Postal Savings Bank and mobile network operator (mts) offer their users the option to top up their prepaid cards, and mts mobile network users can also pay their bills by issuing a payment order via SMS message.
This service is available at any time and from any location within the territory covered by the operator's network.
The primary POST CARD holder who would like to use the above services, must first register with Postal Savings Bank.
Registration is done:
1. By filling out the form: Request for SMS top-up and SMS bill payment which contains instructions and examples of using the services.
You can download the application form from the website or pick it up at the branch and outlet counters of Postal Savings Bank, fill it out and hand it in personally.
2. Via mobile phone only for mt:s network users:
Send a message to 8000, in the following format:
PSR (space) LIB (space) CURRENT ACCOUNT NUMBER
For example: PSR 12345 1234567
3. By SMS code. SMS code users can fill out the SMS application form, which is located in the "SERVICES" section of the Homeb@nking system.
mPIN
Due to the specifics of conducting financial transactions via mobile phone, Postal Savings Bank, together with mobile phone operators, performs the necessary verification of the subscriber number provided.
After the verification process is completed, you will receive an m-PIN in a confirmation SMS message, which is necessary for performing mobile financial transactions (m-PIN is a personal security number that is known only to you and the use of which guarantees full security when performing monetary transactions).
For reasons of security and protection, the SMS top-up and payment services can only be used from the subscriber number that you registered and by entering the m-PIN. The m-PIN is unique for each user and is used to confirm each SMS top-up and bill payment order, as well as for complaints.
This service is not available to authorized persons, but only to primary POST CARD holders.
After sending the m-PIN, the user registration process is considered successfully completed.

The service is initiated by sending a message to 8585. Message format for SMS top-up:
TOP-UP AMOUNT (space) PHONE NUMBER (optional) (space) DINA(optional): GREETING MESSAGE (optional)
The amount of prepaid card top-up is determined by the User. The amount must be a whole number in the amount between RSD 200 and 2,000. The daily limit for this service is RSD 2,000, and the monthly limit is RSD 15,000. The DINA parameter must be entered if the User has registered another type of card with another Bank in addition to the Post Card (DinaCard) for the specified service. The User can send an SMS message in order to top up the prepaid card of another mts User. In this case, after the top-up amount, the User must also enter the PHONE NUMBER for which he/she wants to top up the card. Entering the GREETING MESSAGE parameter represents the option of sending an accompanying message to the User whose prepaid card is being topped up.

ПОДАТАК – data based on which the bill to be paid is uniquely identified. The User has three options for sending data:
YYMM is replaced by the last two digits of the year and the number representing the month (from 01 to 12) of the year for which the user wants to pay the bill. If this is not specified, it is assumed that the User wants to pay the bill for the previous month.

Examples of landline, Open ADSL, Open IPTV, Web and Mail Hosting bill payments. If the customer uses several Telekom services, the entire combined bill will always be paid regardless of the keyword specified by the user in the initial message. For example, a customer who uses landline and ADSL services will pay a combined bill for both services regardless of whether the keyword sent is TEL or NET.

SMS top-up and bill payment by Post Card (DinaCard) payment card of the primary holder in the Yettel network is currently disabled due to technical problems in Yettel. Once Yettel resolves the issue, the service will be automatically activated.
